Can’t Wait to Learn formalises handover of its Ukraine learning platform to Ukraine government

Can’t Wait to Learn has formally completed the handover of Can’t Wait to Learn Ukraine to the Government of Ukraine, marking the platform’s transition from an emergency-response initiative to a fully government-owned, sustainable component of the country’s national education infrastructure.
Developed in close partnership with the Ministry of Education and Science of Ukraine and Ukrainian civil society organisation Osvitoria, Can’t Wait to Learn Ukraine was co-created during the first year of the conflict to support foundational literacy and numeracy for children in Grades 1–4. The platform is now embedded within the All-Ukrainian School Online and administered by national education institutions.
From the outset, the platform was designed not as an imported solution, but as a national public good. Ukrainian teachers, curriculum experts, artists, and education officials worked alongside the Can’t Wait to Learn team to ensure full alignment with the national curriculum, cultural relevance, and long-term institutional viability.
Since its launch, more than 250,000 children across Ukraine have learned through the platform.
From co‑creation to national ownership
The handover follows a multi-year institutionalisation process guided by two Memoranda of Understanding with the Ministry of Education and Science, signed in 2022 and 2024. These agreements established a clear pathway for localisation, governance, and transfer.
Ownership has been formally assumed by:
- The Ukrainian Institute of Educational Development, as content authority
- The Institute of Educational Analytics, as technical administrator of government education platforms
The transition includes full technical and legal transfer, migration to government servers, and indefinite licensing agreements. In parallel, a government-certified teacher training programme was developed in partnership with the State Service of Quality of Education of Ukraine, with thousands of primary teachers now trained nationwide.
Designed for disruption, built for systems
Can’t Wait to Learn is an offline-first, low-bandwidth, personalised learning platform designed to function in disruption-affected environments while integrating seamlessly into formal education systems. It adapts to each child’s learning level and is explicitly teacher-supported, reinforcing educators’ roles rather than replacing them.
In Ukraine, every learning sequence maps directly to national curriculum objectives, enabling its use as part of official education provision rather than as a supplementary or parallel intervention.
The Ministry of Education and Science has previously described Can’t Wait to Learn as a model for cooperation between government, international donors, and a technically focused international nonprofit.
A replicable model
Originally launched in 2012, Can’t Wait to Learn operates in multiple conflict-affected contexts, including Lebanon, Jordan, Syria, and Uganda. While each implementation is locally designed, Ukraine demonstrates how early government partnership, rigorous curriculum alignment, and co-creation with national actors can lead to full institutional ownership.
The Ukrainian handover positions the platform not as a temporary response, but as part of the country’s long-term education infrastructure; designed during crisis, sustained beyond it. The children of Ukraine did not need a workaround. They needed, and now have, a platform built with them, owned by their government, and designed for their future.
Can’t Wait to Learn will build on this experience by working with governments and partners in other contexts where education systems face ongoing pressure or disruption.
